Laurence was born in Shiloh, New Jersey. He earned a BS degree in agricultural business from Rutgers University. Laurence is the New Castle District Soil Conservation Coordinator and resides in Pennsville, New Jersey. Laurence was the District Conservationist in Cumberland and Salem Counties from 1970 through 1984. He was also the Director of the Division of Soil and Water in Delaware State from 1981 through 1984. Laurence was then the manager of resource inventory and remote sensing for the USDA National Technical Center covering the northeast through 1987. Laurence used to hunt with his uncle Everett. One hunting trip is described as follows: "half a day and one box of shells; no quails in pocket. Uncle Everett said, 'We had fun, and I don't thingk we scared them much.'"
